"Detroit is going to have to pay its own debts. But the federal government cannot step in. We do have a program that provides distressed cities with paddles, however, so that should be of some comfort."

U.S. Treasury Secretary Jack Lew, suggesting Detroit, which has filed for bankruptcy, is up the proverbial creek.
